The importer is free and needs no subscription. The free plan tracks up to 10 active shows, so a larger library needs Premium at $2.99 a month to bring across in full, or you can import a subset and archive as you go.
No. That data was deleted with the service and no tracker can recover it. You can start fresh in TV Tracker and export your own backup at any time so a future shutdown cannot do the same thing again.
